AQUATER PAPER 2.8 NATURAL DISASTERS AND THE AQUATERS

The Problem

Natural disasters such as hurricanes, tsunamis, floods, famines etc. occur on a regular basis around the world, and require relief and reconstruction efforts. Some nations have procedures in place to take care of these problems, but many nations, especially the underdeveloped nations, have no way to cope. Even developed nations are finding relief and reconstruction efforts difficult to accomplish since the frequency and severity of natural disasters is increasing due to climate change.

 

The Evidence

Two recent hurricanes in the US, a typhoon in the Philippians and an earthquake and tsunami in Japan have been unprecedented in severity in recent years. Clearly natural disasters are stepping up their impact on civilization.

 

The Solution

Prior papers have shown unemployment as a driver in moving people onto the sea in SEMAN. As SEMAN use by the Aquater Alliance expands, more and more Aquaters and SEMAN will be available to provide aid in food, water and manpower to disaster ravaged areas as these events happen. Since SEMAN are self-sustaining, the damaged country need not pay for the aid.

 

Summary and Conclusions

The resources of the Aquater Alliance will gradually become available for relief of disaster struck areas of the world as the unemployed of the world move on to the sea in SEMAN for jobs. The Aquaters are especially suited to this task because of the SEMAN’s ability to supply water, food and manpower without need for repayment.
